We flag districts where the enrollment changed from 2018-19 to 2021-22 by more than 20% and/or the racial/ethnic composition of the district changed by more than 5% for at least one racial/ethnic group. Large demographic shifts in the enrolled student population can lead to changes in average test scores. When student demographics change, therefore, it is unclear whether those changes reflect changes among the set of students who were in the district in both years, or whether they are due to the demographic changes. In these cases, we recommend caution in attributing these average changes to the set of students who were in the district in both years.
